New Governor of Montserrat in January 2018

Montserrat Governor designate Mr Andrew John Pearce OBE

The UK Foreign & Commonwealth Office (FCO) has this week announced that a new Governor has been appointed to Montserrat, and he is due to take up his appointment during January of next year.

He is Andrew John Pearce OBE as confirmed by an official press release from the Governor’s Office. He will succeed Miss Elizabeth Carriere whose service here was cut short, following what is widely suspected has been a recall. She will leave the diplomatic service according to the surprise announcement she made in July this year, to take up a new post in the private sector.

The Montserrat Governor designate, Mr. Pearce OBE who will succeed Governor Elizabeth Carriere will come with a long and experienced FCO career beginning in 1988 as FCO, Head, Chemical and Biological Weapons Negotiating Team, Arms Control and Disarmament Department  to present as Chargé d’Affaires, Vilnius, the capital and largest city of Lithuania. He held positions more less recently, Director of Security, FCO Services; and outside the UK, in Bangkok, Bucharest, Pretoria, Tel Aviv, Gibraltar and Iberian Section.

Mr. Pearce, according to official information is married to Pornpun Pearce and has two children.

Unlike his two predecessor Montserrat governors, who were recruited from their career as DFID professionals, Pearce’s career has been with the FCO which is being seen as a big plus to carrying out his Governorship in Montserrat. Outgoing governor Carriere shares this view as she says on the appointment of Pearce, “He brings with him a wealth of experience that I am sure will be of huge benefit to Montserrat.” 

Miss Carriere served DFID exclusively from 1999 – 2015 as head of DFID office, at times in Jamaica and Barbados, while Adrian Davis, with a more experienced career, joined ODA as an Economist from 1974 and in many other positions mostly DFID appointments, through to 2011 ending with DFID in Beijing, Country Director for North and East Asia, Department for International Development (DFID) before coming to Montserrat with the FCO.

H.E. Governor Carriere who on her appointment to Montserrat said, “I am delighted to be appointed as Governor of Montserrat. I am also pleased to be returning to the Caribbean, and specifically to help Montserrat achieve sustainable economic development and increased financial independence,” now says in welcome to Mr. Pearce, “I am delighted to learn of Mr Pearce’s appointment.  I know that he and his wife will be welcomed to Montserrat with the same warmth that I have been…I am also sure that, with his love of the outdoors, he will quickly come to love Montserrat as much as I have.  I wish him and his wife happiness and success here.”
